Primary 1 and Primary 2 form the first stage of the Foundation Phase (奠基阶段) in the Singapore MOE Primary Chinese Language Syllabus. During this stage, our Primary Chinese Tuition programme focuses on developing strong foundations in listening (聆听), speaking (口语), character recognition (识字), handwriting (写字) and Hanyu Pinyin (汉语拼音). Singapore MOE Chinese Language Syllabus | Language Skills（语言能力

The Singapore MOE Primary Chinese Language Syllabus develops five core language skills that students build progressively throughout Primary school. At the Primary 1 and Primary 2 level, Aspire Hub’s Primary Chinese Tuition focuses on establishing strong language foundations before students progress to more advanced reading comprehension, composition writing and oral communication in the upper primary years.

Primary 3 and Primary 4 form the second stage of the Foundation Phase (奠基阶段) in the MOE Primary Chinese Syllabus. Building on the fundamentals established in P1 and P2, students develop stronger reading comprehension, vocabulary application, sentence construction and paragraph writing skills. They learn to understand a wider range of text types, organise ideas logically and communicate more accurately in both spoken and written Chinese.

 

At this stage, students are encouraged to think more critically by making inferences, expressing opinions and supporting their responses with appropriate evidence from texts. These skills prepare students for the more advanced language demands of the upper primary years and the PSLE Chinese examination.

MOE Syllabus — Language Skills (语言能力)

The Chinese Language Syllabus develops five language abilities. The following skills are developed at this level group.

P3 and P4 assessments place greater emphasis on reading comprehension, language application, oral communication and paragraph writing. Students are expected to understand different text types, apply vocabulary accurately and organise ideas clearly. Primary 5 and 6 mark the Orientation Phase (定向阶段) of the MOE Primary Chinese Syllabus — the final two years before the PSLE Chinese examination. Our Primary 5 Chinese tuition and Primary 6 Chinese tuition programmes are built around this stage’s demands: comprehensive development across all six language abilities, with added emphasis on oral interaction and written interaction alongside listening, speaking, reading and writing. Students learn to read and respond to a wider range of text types, produce well-structured compositions, and communicate with fluency and precision in Mandarin — the standard our PSLE Chinese tuition prepares students to meet across all four components of the exam.

The PSLE Chinese Oral exam uses the e-oral format introduced in 2017: Reading Aloud (朗读, 20 marks) and Video-Based Conversation (会话, 30 marks), where students respond to a short video clip rather than a static picture. We conduct regular oral practice sessions under video-stimulus conditions, providing structured feedback on pronunciation, fluency, expression and the ability to express and defend opinions clearly in Mandarin.

The MOE Primary Chinese curriculum offers three different learning pathways to support students with varying language abilities.

Schools determine Higher Chinese (高级华文) eligibility at the end of Primary 4, based on a student’s overall academic performance, including Mother Tongue and English, Mathematics and Science (EMS) results.

The PSLE Chinese Oral Examination uses the e-Oral format, which consists of two assessed components:
